Why did Scotia transition from a privately-owned company town to a Community Services District?
The Town of Scotia Company LLC. is subdividing the town to offer residences and businesses with land parcels to individual owners by deed. In order to accomplish this, California subdivision law requires that community services, including water, sewer, fire, parks etc. be transferred to a Community Services District or other qualified utility provider.
